Are limousine passengers required to wear seat belts in the State of Virginia?

A: No,  there are exemptions, such as Public Transportation.

Virginia law only requires passengers in the front seat of a taxi to wear seat belts. It does recommend, however, that all passengers are restrained. Passengers in limousines or on buses are not required to use seat belts.
