How will the Light Rail (of the Hampton Roads Transit system) affect traffic in Norfolk in the coming year?

A: The Tide, the new light rail of the Hampton Roads Transit (HRT) System, is scheduled to begin operation in 2011, and, according to the official "Ride the Tide" website, is over 93% complete.  Although The Tide is intended to reduce traffic congestion-- moving "as many people as four to six lanes of interstate highway"-- the light rail's operation does not ensure that accidents will be prevented.  Running along I-264 from the Eastern Virginia Medical Center through the city's downtown to Newtown Road, the light rail will mostly travel along a track in its own right-of-way.  The track does, however, cross multiple Norfolk intersections and, though no light rail vehicle should be able to block an intersection, collisions with cars and other vehicles may occur.  Simply put, we won't know exactly how the HRT's light rail will affect traffic until it operates for a while.  Considering its prominent place within congested areas and intersections in the city, however, it may bring with it many Norfolk accidents.
