A few minutes after the restrictions were in place, the tractor-trailer had blown over.

About 5:30 p.m., the tractor came to rest in the passing lane and the trailer was against the guardrail. The driver was taken to a hospital as a precaution, said Tom Anderson, deputy director of the bridge-tunnel.

Emergency vehicles waited in the northbound lanes from Virginia Beach for the storm to pass so they could get to the wreckage. By 9 p.m., wind speeds were still 55 to 60 mph and all lanes remained closed and traffic was redirected to the Hampton Roads Bridge-Tunnel .
