According to the report, district president Fred Bilotto unlocked the gate to the swimming pool, allowing approximately 30 people into the area, and attended the party himself. The party ended around 2:30 a.m., with apparently none of the attendees noticing that 26-year-old Carlos Salgado had drowned. According to Salgado's family, there were no lifeguards at the event, and alcohol was consumed around and in the pool during the event. Police reported that Salgado was unable to swim and had been drinking prior to the party.
