    Reported by the Culpeper, Virginia Star Exponent; Lt. James Hartman of the Fauquier County Sheriff's Office said first responders found the driver, Frank Vance Hamby II of Bull Moose Court, Va., dead inside of a 2000 Kia Sportage.  Hartman said a motorist called 911 around 8:31am to report an overturned red SUV in the woods on John Barton Payne Rd. near the intersection of Tanner Branch Rd. in Orlean. A preliminary investigation has determined that Hamby was northbound on John Barton Payne Rd. when he ran off the right shoulder before striking a tree.
