Motorcyclist in Fatal Chesapeake Wreck Identified

About 3:15 p.m., Franks was traveling north on Elbow Road near the Virginia Beach line when he veered into oncoming traffic and hit a pickup, said Officer David Balsamo, a Chesapeake police spokesman.
Franks was pronounced dead upon arrival at Sentara Norfolk General Hospital.
The extent of injuries to the people in the pickup was unknown.
Police said speed appeared to be a factor in the crash.
