Virginia Beach Crash |Police Identify Victim

Passenger William L, Keipe, of the 2300 block of Pierce Lane, was not wearing a seatbelt, police said in a news release.

Police earlier said they charged Christopher A. Sell, 19, with involuntary manslaughter, driving under the influence of alcohol, illegal possession of alcohol and possession of an ID belonging to someone else. Sell lives in the 2200 block of Rayburn Lane.

Police said Sell was driving a Nissan Xterra carrying three other people at about 1:10 a.m. when the vehicle ran off the road, hit some trees and landed in a ditch.

Sell and a 21-year-old passenger were taken to a hospital. Sell suffered minor injuries and the passenger had serious injuries, according to police.

A fourth person in the car was not injured.
